Over a thousand cadres from Xiqing District have gone deep into small and medium-sized enterprises to provide assistance and support.


On April 30, Li Qing, Secretary of the Xiqing District Party Committee; Bai Fengxiang, Deputy Secretary of the District Party Committee and District Mayor; Wang Hongru, Director of the Standing Committee of the District People’s Congress; and Yuan Shufa, Chairman of the District Political Consultative Conference—leaders from these four organs—as well as members of all district-level assistance teams and district government officials—went deep into enterprises to carry out activities aligned with the three major matchmaking initiatives and the epidemic prevention and control measures recently implemented to resume work and production.

In conjunction with the “Three Major Matching Initiatives” and the recent special inspection on the implementation of epidemic prevention and control measures for resuming work and production, they carried out concentrated service activities. While ensuring effective epidemic prevention and control and promoting policies benefiting businesses, they addressed practical difficulties faced by enterprises and helped break through development bottlenecks.

Leaders from Xiqing District, together with government officials from across the district, visited various market entities—including Tianjin Aikof Mining Technology Co., Ltd., Shuchi Containers (Tianjin) Co., Ltd., Tianjin Huaning Electronics Co., Ltd., and individual business operators—showing genuine concern and empathy. They conducted on-site inspections of enterprises and merchants’ production and operational activities, held discussions with company leaders, disseminated relevant policies, and gained a deeper understanding of the challenges these businesses face in their daily operations. On-site solutions were promptly explored and implemented, helping to boost enterprise vitality and strengthen their confidence in continued development.

Leaders of Xiqing District fully affirmed the efforts and contributions made by enterprises in epidemic prevention and control as well as in resuming work and production, expressing their heartfelt gratitude to these enterprises. At the same time, through them, they extended warm greetings to the vast number of employees who have been working tirelessly on the front lines during the holiday period. They also urged enterprises to earnestly fulfill their main responsibilities, take the initiative to step up and assume greater responsibility, and simultaneously focus on both epidemic prevention and control and safe production, thereby ensuring the normal functioning of the economy.

Leaders of Xiqing District stated that, to further assist small, medium, and micro-sized enterprises in the district in coping with the impact of the epidemic, from April 26 to May 26, Xiqing District will launch three key matchmaking initiatives aimed at helping these enterprises overcome difficulties: "financial services, rent waivers for commercial properties, and employment services." Focusing on addressing pressing issues such as job creation, rent reductions, and credit support, the district will concentrate its time, energy, and policy resources. Through extensive surveys and field visits, it will directly connect with enterprises, closely align with their actual needs, and provide targeted assistance—including electricity supply, financial support, and technical application guidance—thus effectively unblocking bottlenecks and ensuring full, precise coverage of all 36,000 small, medium, and micro-sized enterprises in the district.

It is understood that this Service Month event adopts a combination of online and offline approaches, as well as centralized training and on-site enterprise services, striving for rapid response, continuous expansion of impact, and tangible results. During the event, members of all district-level assistance teams and government officials, in conjunction with various thematic activities, have gone down to the front lines, joining working groups in various subdistricts, towns, and the Xiqing Development Zone to carry out service activities directly among diverse market entities.

As of now, the three bank-enterprise matchmaking events have attracted over 260 participating enterprises, with 24 banks and 1 guarantee company in attendance. At the events, seven cooperation intentions were reached, totaling credit lines amounting to 3.63 million yuan. Preliminary statistics show that, on average, each bank has expressed interest in providing loans to 25 enterprises. Next, we will visit each enterprise individually to conduct detailed studies and develop tailored financing solutions.

Since the outbreak of the pandemic, Xiqing District has introduced a series of policies and measures benefiting small and medium-sized enterprises. As of now, the three state-owned enterprises directly supervised by the District State-owned Assets Supervision and Administration Commission have actually reduced or exempted rent totaling 11.067 million yuan for 104 SMEs and micro-enterprises. Across the district, there are ten subdistricts, development zones, and nine district-level administrative departments involved in property leasing. In 2020, the total rental income expected was 875 million yuan, involving 2,944 tenants; the amount of rent reductions and exemptions already approved totals 154 million yuan.

The Xiqing Human Resources and Social Security Job Expresslet app has released 7 editions, posting a total of 2,243 job openings for 36 companies and attracting 582 job seekers. A total of 29 recruitment fairs were organized, drawing 845 participating companies and offering 8,006 job positions. The fairs welcomed 36,665 job seekers, and 3,195 candidates reached preliminary employment agreements. Subsidies totaling 32.08 million yuan were distributed to support enterprises and stabilize employment, benefiting 2,114 companies.

In an interview with reporters from Tianjin TV, Tianjin Daily, and Jin Wan Bao, Bai Fengxiang, Deputy Secretary of the Xiqing District Committee and District Mayor, said that Xiqing District has spent one month focusing on addressing the challenges faced by small, medium, and micro enterprises in three key areas: "financial services, rent exemptions for properties, and employment assistance." The district is providing comprehensive and targeted support services to these enterprises. By leveraging incentives from both the market and the government, Xiqing District aims to help businesses overcome obstacles in their development. Furthermore, the district will continue to assist enterprises in resolving issues related to industrial chains, supply chains, and logistics orders, ensuring smooth operations throughout their upstream and downstream value chains. At the same time, Xiqing District has launched a comprehensive plan to boost consumption across the district. In addition to the ongoing "Anxin Yue" Consumption Festival, the district will also comprehensively revitalize morale and stimulate consumption in retail sectors such as automobiles and housing sales. During the "May Day" holiday, a series of shopping festivals will be held at venues including Zhongbei New City Plaza. Moreover, the Social Mountain Night Market and the Hetian Night Market will gradually open, offering a wide variety of vibrant night-market activities designed to invigorate and stimulate consumption, thereby helping restore normalcy and further enhance the prosperity of the local market.
